Best way to organize a virtual family gift exchange?

So I volunteered to set up a gift exchange for my family this year and now I am kinda panicking because I have no idea how to actually do this without it being a total mess. We are spread out all over the country so it has to be virtual which I thought would be easy but now Im realizing I dont know how to pick names fairly without someone seeing who they got or ending up with themselves? My logic was maybe to just put everyone in a hat but since we arent in the same room that obviously wont work.

I was looking at some websites but there are like a million of them and I dont know which ones are legit or if they are gonna spam my aunt with ads. We have about 12 people and a budget of around 30 bucks per person which seems fair. I really want to get this sorted before December starts so people actually have time to ship stuff.
