Best budget GPU for machine learning and AI tasks?

I've been looking at the RTX 3060 vs the 4060 Ti for a local LLM project. Some say the 3060 is better because of the 12GB VRAM but others swear by the 40-series speed. I've only got $300 for a research paper due in three weeks. Which one actually handles PyTorch better on a budget?
