Best GPU for 4K video editing?

Im seriously losing my mind here. My current setup is stuttering so hard whenever I try to scrub through 4K footage in Premiere that I basically cant get any actual work done. Im working on a bunch of travel vlogs for my channel and this render time is killing me. Im in the UK and I have about 800 quid to drop on a new card but honestly I just want something that works without crashing every ten minutes. Does anyone have a solid recommendation for a GPU that actually handles 4K editing without making my PC sound like a jet engine about to take off?

^ This. Also, dont overlook the encoder engine. If you want to keep the noise down, look at the NVIDIA GeForce RTX 4070 Ti Super 16GB GDDR6X. That 16GB of VRAM handles 4K timelines comfortably in Premiere. It runs much cooler than the older generation cards, so you wont have that jet engine sound in your office. Honestly, its been the most stable card for my own render pipeline lately.
