Best GPU for 4K video editing and rendering?

Im losing my mind trying to pick a new GPU for my 4K editing rig. My current GTX 1080 is basically screaming for mercy whenever I drop 4K footage into Premiere Pro, and since I have a big client project due in three weeks, I really need to upgrade like yesterday. I live in a tiny apartment in Chicago so space is kinda tight and I cant fit a massive card that needs a super long case, which makes this even more stressful.

So I was thinking about either the RTX 4080 Super or maybe just biting the bullet and grabbing the 4090 if I can find one that fits in my budget, which is around 1200-1500 bucks. My logic was that the 24GB of VRAM on the 4090 is worth the extra cash for rendering, but im worried about the heat. Ive also looked at the 4070 Ti Super because it saves me a chunk of money for other upgrades, but is it enough for 4K workflows? I dont want to buy something and regret it in six months when I start doing more heavy effects work. Is the 4090 overkill or is it just the standard for 4K now?
