Which AMD CPU is best for professional video editing?

im honestly losing my mind with my current rig. its an old i7 and it just keeps chugging whenever i try to scrub through 4k footage in premiere and honestly its making me want to throw my monitor out the window. i have this huge wedding video due by the end of next month and i cant even get through the rough cut without it freezing up every ten minutes. i tried proxys but even then the export times are just a joke... it took 4 hours for a 10 minute clip yesterday. im done with intel for a bit and i really want to jump over to team red because ive heard the multicore performance is just way better for the price. i have about $650 set aside specifically for the processor because i need this to last me at least three or four years without needing another upgrade. im looking at the ryzen 9 7950x but then i see people talking about the 3d cache versions and i dont know if that actually helps with rendering or if its just for gaming? i dont game at all so i dont want to waste money on features i wont use and id rather have raw speed. which amd cpu is actually the king for professional video editing right now if i want zero lag?
