honestly I am so fed up with my current 1060 it keeps stuttering every time I try to scrub through 4K footage in Premiere and I'm just ready to throw it out the window. but im actually so excited because I finally saved up about $850 for an upgrade!
so I was thinking maybe an RTX 4070 Ti? my logic was that the newer stuff would help with rendering but then I got stuck reading about VRAM limits and now I'm worried 12GB isn't enough for the heavy color grading I do. I need to buy this by tomorrow for a client project. is there something better for the price...
In my experience, 12GB is definitely cutting it close for heavy 4K grading. I've tried many cards over the years and Premiere really eats VRAM once you stack effects. You should look for the ASUS TUF Gaming GeForce RTX 4070 Ti Super 16GB GDDR6X. It fits your budget and that extra memory makes a massive difference for scrubbing. Honestly, dont settle for the base Ti model if you're doing client work.

Premiere really leans on those CUDA cores and that extra 16GB buffer is what keeps your scrubbing smooth when you have heavy grading.
